You can always apply directly with the institutions offering assistance but their applications ore often confusing and the process can be complicated.
You may assume that you won't qualify because you have too many assets. We know what they count and what they don't, so ever assume you won't qualify.

Beneficiaries whose annual income is below a certain amount and whose assets are below a certain level can get "Extra Help," also known as LIS (Low Income Subsidy).
Benefits include:
- Part D premiums paid for you up to a certain amount
- exemption from any drug deductibles
- drug copays will be $12.15 or lower
Beneficiaries whose monthly income is below certain levels and whose assets are below a certain level can qualify for the MSP (Medicare Savings Program).
Benefits include:
- Automaticlly eligible for the benefits of "Extra Help" or LIS
- Part B premium is paid for you by the state ($185/mo)
- Certain levels qualify for full cost-share protection, which means all covered healthcare will cost $0
- Eligibility for "Dual Eligible Special Needs Plans (DSNP) that offer far more benefits
Beneficiaries whose monthly income is below certain levels and whose assets are below a certain level can qualify for full Medicaid.
Benefits include:
- "Extra Help"
- Medicare Savings Program
- Additional benefits provided through Medicaid that are above and beyond what Medicare covers
Beneficiaries who have difficulty with ADLs (activities of daily living) may be eligible for Medicaid even if they make above the financial limits established by Medicaid (hence the waiver).
The waiver allows benefiaries to receive much needed help at home with out the need to be institutionalized.
